Grant Program for the PSL Ordinance

The Board of Directors for Sanitary District No. 2 (SD2) authorized a $50,000 grant program for fiscal year 2019 intended to defray the costs of full PSL replacements to low-income households when such replacements (including inspections) are triggered by a Capital Improvement Project (CIP) within SD2. The program will be contingent on property owners proving that laterals were replaced based on allowed triggers, and that income is verified based on filed/approved state or federal tax returns as well as proof of housing occupancy. The Board of Directors for SD2 authorized a minimum grant amount of $1,000 (at a 50% cost match), to be reimbursed to property owners after they complete a full PSL replacement triggered by a CIP project within SD2. 

  1. Grant amounts of 50% cost match up to $1,000 may be available for households at 80% of Area Median Income (AMI). 
  2. Grant amounts of 50% cost match up to $3,000 may be available for households at 50% of Area Median Income (AMI).
  3. Grant amounts of 75% cost match up to $5,000 may be available for households at 30% of Area Median Income (AMI).

Example of Grant Contributions:


A.) For a household that qualifies for the category #1 listed above, with a private sewer lateral replacement cost of $6,000 the District would reimburse the property owner at total of $1,000 and the remaining $5,000 would be paid by the owner.

50% grant match x $6,000 = $3,000 but since that category carries a maximum contribution of $1,000 the homeowner would be limited to that amount. 

B.) For a household that qualifies for the category #3 listed above, with a private sewer lateral replacement cost of $6,000 the District would reimburse the property owner a total of $4,500 and the remaining $1,500 would be paid by the owner.

75% grant match x $6,000 = $4,500 and although the maximum amount is $5,000, the maximum contribution percentage is 75% and thus only $4,500 would be reimbursed.
